What Is Involved In Starting a Flight Department

Starting a private flight department can be a daunting task. In Canada any large, jet powered, turbine and pressurized with more than 6 passenger seats, requires a PORD (Private Operators Registration Document) Certificate under subpart 604 of the CAR's (Canadian Air Regulations), basically a license to run your aircraft. This regulates the usage of the aircraft, the required training of the crew, and sets the maintenance requirements specific for the aircraft to be operated. Manuals must be written, forms, training syllabus, maintenance agreements, Insurance requirements all must be set up and written to meet the CAR 604 requirements and it must be then approved by Transport Canada, the regulatory body for aviation in Canada. If the aircraft is to be flown internationally then approvals, requirements and sometimes agreements must be met for each country to be flown into, as well as insurance coverages arranged. In short there is a mountain of paperwork and requirements to be met.
